The municipality of Amlan through the leadership of its officials works hand in hand for the implementation of the Solid Waste Management Program. The municipality aims to uplift the well-being of its people through effective delivery of quality services and maximum utilization of natural and human resources, while maintaining the highest ethical standards, strengthening the sense of responsibility and practice fairness in dealing with employees, stakeholders and the constituents it serves. The primary goal of the Solid Waste Management Program of Amlan is to have a garbage-free environment in the municipality through an integrated people-oriented and sustainable waste management program. The Solid Waste Management Program has been enacted to guide, control and regulates the generation and storage at source, collection, transport, processing and disposal of solid waste with in the jurisdiction of the Municipality of Amlan and promotes systematic and sustainable management of solid waste.

With the enactment of a Sanguniang Bayan ordinance that sets the framework for an Integrated Solid Waste Management Program of the municipality of Amlan conducted several ISWM related activities to promote and enhance the Solid Waste Management Program. There were several activities conducted by the municipality to promote and enhance the Solid Waste Management Program. Notable are the “Utanon sa Lata” program, Demo Organic Vegetable Garden, Drip Irrigation Facility for Organic Garden, Bio-gas Digester for hog waste and Vermi culture. All these were initiated by Municipal Agricultures Office. Other activities include Healthy Barangay Program, inter barangay Clean and Green Contest, Inter-Office Clean and Client Friendly Contest and the Citizen’s Monitoring and Feedback Mechanism.

The newly created Municipal Environment and Natural Resources Office is in-charged in the collection and disposal of solid waste as well as other issues and concerns related to environment for its promotion and development to comply with the requirements of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000.

The Municipal Environment and Natural Resources Office takes charge in the; production of pamphlets to be distributed to different schools and business applicants in the municipality, production of posters with slogan to be posted to strategic locations in the municipality and fabrication and installation of billboards at strategic areas in every barangay.

PEOPLE'S PARTICIPATION AS ITS BEST

The Integrated Solid Waste Management Program of the Municipality of Amlan has effectively tapped community human resources through its CITIZEN'S MONITORING AND FEEDBACK MECHANISM. This mechanism was first installed in one pilot barangay and is now replicated in two more barangays. Community residents conduct monthly monitoring of ISWM implementation through indicators which they themselves have identified. Monthly reporting of the results are undertaken with the barangay council, Municipal/ Provincial LGU representatives and community leaders.
